Court of Protection costs: where the local authority’s conduct had fallen below a proper standard, and it had unreasonably pursued a particular matter when the capacity and best interests evidence was weak, and it had failed to comply with court directions, it was appropriate to depart from the general rule and make an order for the local authority to pay 85% of the Official Solicitor’s costs of and incidental to the hearing.
